To reload the RM-870, you must have the shotgun equipped in your hands. Next, press CTRL on the keyboard to open the slot. Then, Left-click on the mouse to insert shells into the ammo.
Wait until the shotgun is full, then press V to inspect the weapon. You can now press R to cycle the shells and shoot.
